You only have to open a local paper, listen to local radio or simply talk to residents to realise how strongly people feel about their community.


In some cases, there is a clear need to respond to the challenges posed by anti-social behaviour. In others, there is much to celebrate.

Yet, in nearly every case, things might be better: We can take a stand. We can build respect and pride. We are not powerless.

What is How to... ..?

The How to... programme helps inform policy and promote service improvements and good practice. It is intended to work as a partnership between policy makers and practitioners, in order to gain a mutual understanding of the practical use and implementation of those legislative powers which can make our communities cleaner, safer and greener.

We want to inspire action, explain the tools available, stimulate key questions and share experiences and learnings.
  • Cleaner Safer Greener Communities are achieved largely through strategic management and planning
  • Success demands smart spending and the efficient and effective use of resources
  • There is no single organisation responsible for the delivery of CSGC - it is a joint initiative requiring partnership and ongoing consultation to create a climate of best practice
  • When planning CSGC, engaging with communities and understanding their needs should be paramount
