POWER to execute works which appear to be urgently necessary for preservation of listed building in their area and recover expenses from owner of building.

Town and Country Planning Act 1990, s.215 & S.219


CC (or District Council) has a POWER to serve a notice on the owner/ occupier of land where the amenity of the area is affected by the condition of private land, requiring them to remedy the situation.
